Udayana University is committed to creating a safe, comfortable, inclusive, and respectful campus environment that is free from all forms of sexual violence. This commitment is implemented through the Task Force for the Prevention and Handling of Sexual Violence at Udayana University, which provides reporting services, assistance, examination, and recommendations for handling alleged cases of sexual violence within the university environment.

Commitment and Handling Principles

In carrying out its duties, the Udayana University PPKS Task Force upholds the principles of integrity, empathy, professionalism, justice, and confidentiality. Every report received is handled carefully, without blaming the victim, while prioritizing the comfort and safety of the reporter, victim, and witnesses.

Empathy and Professionalism

Every report is handled with empathy and professionalism and is never treated as a joke or casual matter.

Protection for Reporters

Reporters, victims, and witnesses are provided with a safe space to submit information according to their readiness.

Justice

The handling process is carried out fairly, proportionally, and in accordance with applicable regulations.

Confidentiality

The identities of reporters, victims, witnesses, reported parties, and the content of reports are kept confidential.

Reporting Channels

Reports may be submitted by victims or witnesses who saw, experienced, or became aware of an incident of sexual violence. Reporters may come directly to the Udayana University PPKS Task Force or submit a report through the official reporting channels.

Initial Follow-Up

After receiving a report, the Udayana University PPKS Task Force will conduct an initial follow-up. The victim may be invited to the Task Force office and may be accompanied by a trusted person, such as a family member, close friend, or other companion.

If the victim is unable to attend in person due to shock, trauma, or other psychological conditions, the Task Force may visit the victim at their residence together with a companion from the Udayana University Counseling Service Unit or another competent party.

Flow of Report Handling

The reporter submits a report to the Udayana University PPKS Task Force.
The PPKS Task Force identifies and reviews the submitted report.
The Task Force completes the report acceptance form and rechecks the information provided.
The victim or reporter, together with the Task Force, prepares the chronology of the incident and submits supporting documents or evidence.
The Task Force identifies the needs of the victim and/or witness reporter and provides information regarding the victim’s rights, handling mechanisms, possible risks, and risk mitigation plans.
If there is an indication of sexual violence, the Task Force notifies the University Leadership or Rector to obtain approval for further action.
After approval, an examination is conducted by an examination panel formed by the Head of the Udayana University PPKS Task Force.
The examination results are formulated into conclusions and recommendations submitted to the Rector.
The Rector follows up the recommendations by issuing a Rector’s Decree.

Examination Principles

The examination process is carried out by prioritizing justice, accountability, empathy, and a victim-blaming-free approach. Victims have the right to receive assistance throughout the examination process. At the same time, both the victim and the reported party have the right to submit evidence, provide statements, and present relevant expert witnesses.

Rights of Victims and Reported Parties

The entire examination process is recorded in the official examination report and conducted in accordance with applicable laws and regulations. Victims have the right to protection and assistance, while reported parties retain the right to provide clarification and supporting evidence.

Conclusion, Recommendation, and Decision

After the examination process is completed, the Udayana University PPKS Task Force prepares conclusions and recommendations. If the reported party is proven to have committed sexual violence, the Task Force may recommend recovery measures for the victim, sanctions for the perpetrator in accordance with applicable regulations, and preventive actions to avoid recurrence.

If the reported party is not proven to have committed sexual violence, the Task Force may recommend the restoration of the reported party’s good name to the Rector. The recommendations are then submitted to the Rector for follow-up through the issuance of a Rector’s Decree.

Reporting Report Identification Examination of Reported Party Conclusion and Recommendation Rector’s Decision

Re-Examination

The Rector’s decision may be subject to re-examination if it is considered unfair by the parties involved. A request for re-examination may be submitted through the Ministry of Education reporting channel at https://kemdikbud.lapor.go.id/ no later than 14 days after the Rector’s Decree is received by the parties.
